Ethics in Government Act of 1978 expired in 1999 – https://www.congress.gov/bill/95th-congress/senate-bill/555

This was the law that would have permitted a three judge panel to appoint a special prosecutor. And could have been requested by congress.

I would say that if there is a veto-proof majority in congress, it could be re-instated. The odds ?

Only public outcry will get it done. The sooner the better.
